What is the best tool to file a reed?
A specialized "reed knife" can be purchased in musical instrument stores. Although it is not a specialized tool, a cutting knife with a thick blade can be used as a substitute. A cutter knife with a thin blade is difficult to use.
The plaque to place between the two sides of the reed while cutting can also be purchased at musical instrument stores.
